Many places are brewing adjustments. Will this year be an adjustment year?
According to incomplete statistics, Tianjin, Shanghai, Beijing, Shandong, Hainan and other places have made it clear that in 2020, due to the impact of the new crown pneumonia epidemic, the minimum wage standards will not be adjusted for the time being.
According to regulations, the minimum wage is adjusted at least once every two to three years. Up to now, in addition to the above four provinces, at least six provinces are considering adjustments during the year.
To be specific, on February 1, 2021, the Shanghai Municipal Bureau of Human Resources and Social Security issued the “Key Points of Shanghai Human Resources and Social Security Work in 2021” and proposed that the minimum wage should be adjusted steadily.
In response to questions from netizens, the Tianjin Human Resources and Social Security Bureau stated that Tianjin has started the calculation of the minimum wage standard, and the adjustment plan will be released and implemented after the review is passed.

In addition, Nanhai.com reported in February that Hainan will ask the Ministry of Human Resources and Social Security whether the minimum wage standard will be adjusted in 2021.
In the first quarter of this year, the national economy got off to a good start, with a GDP of 24,931 billion yuan, a year-on-year increase of 18.3% at comparable prices, an increase of 0.6% from the fourth quarter of 2020; an increase of 10.3 from the first quarter of 2019 %, an average increase of 5.0% in two years.
Su Hainan, a special researcher of the Chinese Society of Labor, said in an interview with the media that many places have adjusted their minimum wage standards this year. This is supported by a rebound in economic growth and also in accordance with the policy requirements of the minimum wage system to regulate the frequency of adjustments. It is also a practical need to promote low-wage workers in enterprises to increase their incomes.
It is worth noting that some companies violate the labor law and minimum wage standards and infringe on the rights and interests of employees.
According to the Workers’ Daily, some companies have used extended working hours and eliminated benefits to dilute the minimum wage of workers in disguise.
In addition, Article 3 of the “Minimum Wage Regulations” clarifies that the employer shall pay the minimum labor remuneration if the employee engages in labor during the legal working hours or according to the contractual time as agreed in the labor contract. Some lawyers believe that the relevant laws and regulations are not perfect, and the minimum wage system is a legal form to guarantee the minimum wage income that workers should obtain after fulfilling the necessary labor obligations to maintain labor reproduction. Whether college students and special workers over 60 years old should implement it is debatable.
In fact, the minimum wage adjustment system will be further improved. The Fourteenth Five-Year Plan for the National Economic and Social Development of the People’s Republic of China and the Outline of the Long-term Goals for 2035, Section 1 of Chapter 48 proposes to improve the minimum wage standard and wage guideline formation mechanism, and actively promote the collective wage negotiation system .
