The State Council Information Office held a press conference at 10 am on the 24th to introduce the development of the water transport field. At the meeting, Cao Desheng introduced the characteristics of the development of the Chinese crew team from three aspects:

——The size of the crew team is constantly expanding

By the end of 2020, there will be a total of 171.6 domestic crew members on duty. Ten thousand people, nearly 1.72 million, a year-on-year increase of 3.5%. At present, the crew ranks first in the world and is a veritable crew nation. Sailing history is dominated by men, but there are currently more than 258,000 female crew members in the country, which is also at the forefront of the world. There were 808,000 registered seafarers, a year-on-year increase of 3%, and 908,000 registered inland waterway crews, a year-on-year increase of 3.9%. In 2020, the number of Chinese crew members sent to other countries in the world for employment totaled nearly 122,000, which is a historical record. New breakthrough.

At the same time, the Ministry of Transport is actively integrating crew building with poverty alleviation, rural revitalization, and employment protection for veterans. So far, the support for the construction of the seafarer training base in western Yan’an has solved more than a thousand people. The issue of employment. Training seafarers in the west is also a concrete measure to fight poverty. Organized more than 180 batches of crew training in poverty-stricken areas, and trained more than 20,000 crew members. In cooperation with the Ministry of Veterans Affairs, the spray plan to support veterans to engage in crew careers was launched, which provides strong support for the subsequent employment of veterans.

——The development potential of the crew team is sufficient

By the end of 2020, a total of nearly 20,000 students will be enrolled in the maritime profession, a year-on-year increase of 1.6%. Among them, the number of professional crew members, namely senior crew members, will be 8700. There are many people, more than 21,000 ordinary crew members, and more than 27,000 inland captains and senior crew members. In 2020, more than 114,000 people will complete the sea-going crew competency examination. There are currently 219 crew training institutions, including 64 maritime colleges. In order to speed up the progress of crew employment, the Ministry of Transport has also launched new measures to evaluate graduates of relevant maritime colleges. Graduates of maritime colleges with excellent performance will be directly issued job certificates upon graduation, effectively expanding the crew. The employment aspect has also increased the attractiveness of maritime academies.

——Crew management services and international cooperation continue to deepen

There is a “Maritime Labour Convention 2006” in the world, which is a globally recognized convention to protect the rights and interests of seafarers. Promote the inspection of crew working and living conditions, maintain decent work for crews, deepen the business cooperation mechanism for maritime labor relations, establish the procedures for handling crew complaints, and implement specific preferential tax policies for ocean crews. With the strong support of the Ministry of Finance and other relevant ministries and commissions this year, preferential tax policies for ocean-going crews have been implemented.

The “Maritime Traffic Safety Law” passed in April this year included the protection of the rights and interests of seafarers as a special chapter in the maritime security law, which will be formally implemented on September 1 this year. In May, the Ministry of Transport and relevant ministries and commissions issued guidance on strengthening the construction of a high-quality crew team, focusing on optimizing the crew development environment and improving the crew’s service development capabilities and levels. At present, my country has signed a crew certificate recognition agreement with 27 major shipping countries and regions in the world. The crew certificate issued by China can be used in 27 countries in the world. This is also a global leader, and it is also a big country for China. Recognition.

Currently, about 130,000 crew members are dispatched at home and abroad every year, ranking the top in the world. Because of the language problem, the expatriate crews did not have the language advantage of traditional expatriate countries such as India and the Philippines in the past. After several years of training, they have succeeded in catching up. Each year, more than 130,000 expatriate crews are going to the world for China. , Lay the foundation for shipping to the world.
